Local elections and government are critical to the strength of our society. Beyond allocating a total of $1 trillion annually across the United States, local governments play a critical role in the development of political leadership: a large number of local office holders go on to seek office at the state and federal level.
However, low turnout — often in the single digits — creates governments that fail to be representative of the socioeconomic and demographic makeup of the districts they govern.
Per the US Vote Foundation, the main reasons for low turnout are:
• Local electoral processes
• City size and demographics
• The potential for contested outcomes in a race
• Voter information gaps
• Lack of trust in local government
According to a Knight Foundation study, a lack of information was the dominant factor in the lack of participation by millennials in local elections.
For local, down-ballot campaigns, sometimes referred to down-budget campaigns, resources are scarce. Running a robust, scaled, inclusive campaign to reach voters is expensive.
For many local campaigns, paying staff or consultants to help execute their campaign is unattainable. These campaigns significantly diverge in structure from well-funded statewide, Presidential, or Congressional campaigns, which may employ staff in dedicated management, fundraising, communications, field, data, voter protection, and political roles.
